Assam: Development parameters of Hailakandi dist reviewed

DDC takes stock of progress of development parameters of aspirational Hailakandi district.

To give a further impetus to improving upon the various indicators of Assam’s aspirational Hailakandi district, separate meetings were held by the district administration with the heads of the concerned departments.

Chairing the meetings at the Deputy Commissioner’s conference hall on Friday, District Development Commissioner (DDC), FR Laskar asked the officials of the Agriculture department to prepare an action plan on micro irrigation in consultation with State Authority as ‘possibilities of micro irrigation is very rare in the district’.

Laskar asked the District Agriculture Officer to initiate necessary steps in consultation with Lead District Manager (LDM), UBI to build up awareness for increasing crop insurance cover under the Pradhan Mantri Fasal Bima Yojana.

The DDC directed the District Animal Husbandry and Veterinary Officer to submit the cumulative figures of target as well as achievements of artificial insemination by September 10.

Laskar asked the CEO, Zila Parishad to submit the status of water bodies rejuvenated under MGNREGA and initiate all necessary steps to increase the number of beneficiaries under the Pradhan Mantri Awas Yojana (Grameen).

The DDC instructed the Inspector of Schools and DMC, Sarva Siksha Abhiyan to submit detail report on functional and non-functional girls’ toilets with running water facility along with funds requirement proposal latest by September 10.

Discussion was held on skill development vis-a-vis mobilisation and placement of youth certified in short and long term training, including women, SC, ST, OBC, minorities and differently abled. Laskar asked DPM, ASDM to act as a nodal agency and to prepare detail category-wise reports in consultation with NRLM, NULM, ITI, Katlicherra and other stakeholders for submission on Monday.

So far as Financial Inclusion is concerned, Laskar directed the LDM to step up efforts to attain the targets of PMJJBY, PMSBY and PMJDY under the Extended Gram Swaraj Abhiyan. The DDC also instructed the LDM to submit bank-wise  status of beneficiaries and pending cases under Mudra loan and Atal Pension Yojana.

Under Basic Infrastructure, Laskar asked the BSNL officials to provide internet connectivity in all the 62 Gaon Panchayats within September 30. 79.03% of GPs have internet connection as on March 31 this year. He urged CEO, Zila Parishad to monitor the progress and also to verify whether the Community Service Centres (CSCs) are functional or non-functional. The district has a whopping 258.06% coverage of establishment of CSCs at GP level in comparison to the country’s and state’s overall 100% coverage.

As regards PMGSY, Laskar directed the Executive Engineer, PWD (Rural Road) to submit village-wise reports covering both revenue and forest villages as well as left-out villages. As against the State’s 84.09%, the district has 93.85% of habitations with access to all-weather roads under PMGSY as on March 31 this year.

Expressing dissatisfaction over the progress of electrification to rural households under Saubhagya scheme, the DDC asked the Assistant General Manager, APDCL to take up the matter in right earnest with Chief General Manager (Rural Electrification). Only 47 per cent households have been covered under Saubhagya so far.

Hailakandi is one of the 115 aspirational districts identified by NITI Aayog and the Central Prabhari Officer appointed is Sameer Kumar Khare, Joint Secretary, Department of Economic Affairs, Ministry of Finance, Government of India. Khare had visited the district on several occasions to take stock of the situation and prepare action plan to improve socio-economic metrics in consultation with District Collector, Adil Khan and officials of district administration and line departments.

It may be mentioned that NITI Aayog has done real-time ranking of the aspirational districts based on data collected on 49 indicators (and 81 data points) across five areas – health and nutrition, education, agriculture and water resources, financial inclusion and skill development, and basic infrastructure from last year. The data are fed into a system to rank the districts under the  Aspirational Districts Programme.
